This chapter provides a presentation about Chapter 1 of The Balance of the National Economy, 1923–24, edited by Pavel Illich Popov. The Balance was issued in June 1926 by the Central Statistical Administration (CSU or TsSU) of the USSR, which Popov had headed from July 1918 to January 1926. In the first part of our chapter, we show how Popov’s work on the balance of the national economy was rooted in the specific scientific and political culture of zemstvo statisticians inherited from the Tsar. Statistical inquiry was considered an objective scientific process based on international standards. Furthermore, like zemstvo statisticians, CSU statisticians developed great autonomous political power. The balance of the national economy was built according to these principles, which met harsh criticism from revolutionaries and Bolsheviks. In the second part, we analyze the contents of Popov’s Chapter 1, especially the theoretical foundations of the balance and its connection with Soviet planning. In the third part, we discuss the balance’s significance in the years 1926–1929, years which ended the NEP and launched the first Five-Year Plan, so as to understand how CSU’s balance didn’t become a standard Soviet statistical instrument and was discarded as a “bourgeois” device.

OWING to the comparatively early date in the year of the Library Association Conference, this number of THE LIBRARY WORLD is published so that it may be in the hands of our readers before it begins. The official programme is not in the hands of members at the time we write, but the circumstances are such this year that delay has been inevitable. We have dwelt already on the good fortune we enjoy in going to the beautiful West‐Country Spa. At this time of year it is at its best, and, if the weather is more genial than this weather‐chequered year gives us reason to expect, the Conference should be memorable on that account alone. The Conference has always been the focus of library friendships, and this idea, now that the Association is so large, should be developed. To be a member is to be one of a freemasonry of librarians, pledged to help and forward the work of one another. It is not in the conference rooms alone, where we listen, not always completely awake, to papers not always eloquent or cleverly read, that we gain most, although no one would discount these; it is in the hotels and boarding houses and restaurants, over dinner tables and in the easy chairs of the lounges, that we draw out really useful business information. In short, shop is the subject‐matter of conference conversation, and only misanthropic curmudgeons think otherwise.

Transition from secondary school to adult life is a critical period in students' lives. Transition programs delivered at school play an important role in supporting students with disabilities to achieve successful post-school outcomes particularly in the case of transition to work whereby employment is acknowledged as the main target after graduating from secondary school. Post-school outcomes for students with disabilities related to employment, however, remain poor compared to students without disabilities. Using the taxonomy for transition programming and Bronfenbrenner's ecological system theory, this chapter proposes a model and action that needs to be taken in advancing school to work transition programming in Indonesia.

The present stage of development of vehicles for space exploration corresponds to some degree to that of the aeroplane in 1905. The programme of the U.S. National Aeronautics and Space Administration in the fields of space science research, applications of Earth satellites, manned exploration of space, and vehicle development are reviewed. International co‐operation in space exploration is desirable, particularly as regards exchange of information, exchanges of scientists, co‐ordination of national programmes, and institution of co‐operative programmes.

This chapter begins with the historical background to current educational provisions for students with disabilities and the significant role that parents have played. The focus then turns to the concept of transition to adulthood for these young people. The chapter addresses such topics as:

Enablers and barriers in this process are discussed through Papay and Bambara’s (2014) five practices, together with practical suggestions of how parents and professionals can work together to support young adults with special needs.

DURING some courses on production and management problems at the T.U.C. Training College job evaluation and merit rating were discussed. The notes used for that purpose form the basis of a booklet which the Trades Union Congress has published at 1s. 6d. Its purpose is to equip trade union representatives with an outline of the systems most widely used.

The present article briefly reviews the protective coatings available for magnesium alloys and gives details of the New Chrome process, together with the results of corrosion tests carried out on the coating. The advantages of the New Chrome process over the H.A.E. process are also discussed.
